Paid submission is a process of listing a company's data (including its website) to paid online directories. These directories have editors who manually review submissions. Once approved these submission are permanently listed and can help increase a compnay's online citation which can affect its visibility in search engines.
The website owner should submit a consistent Name, Address, and Phone Number across all directories.
